the pillar upon which the fate of a country depends. It is the light through
which all dreams and imagination can gain insight. The people of the country are
soul of any nation; they should be looked as its valuable resource. Our
development should be based on the integrated development of the citizen
beginning with childhood and going right through life.
Earlier all concern and issues related to education was handled under Ministry of
Education & Labour Department, but it was realized that ‘Education is the
only way which enables people to acquire skills, knowledge, values and attitude
necessary to become responsible and active citizen of India’. In pursuance of
overall development, a new Ministry was created under a proposed name, Ministry
of Human Resource Development, on 26 September, 1985, through 174
Amendment to the Government of India Rules 1961. The name itself
reflects the importance of education in life and development of country.
Government of India directed State Governments to maintain their separate Ministry of Human
Resource Development for better progress of the people of India as well as
Country. Since then, he education related all concerns are controlled by Central
and State Government through Department of Education.
